එම ඒකකයේ අධ්‍යක්ෂ ධුරය රසායන විද්‍යාව පිළිබද උපාධිධාරියෙකුට ලබාදිය යුතු වුවද කර්මාන්ත හා වානිජ කටයුතු අමාත්‍ය රිෂාඩ් බදුර්දීන් මහතාගේ සමීපතම හිතවතකු වන එච්. ඒ.  අලාම් මහතා අදාළ තනතුරට පත් කොට ඇත්තේ අමාත්‍ය මණ්ඩල අනුමැතියකින්ද  තොරවය.

සමාන්‍යෙයන් එම ඒකකයට බදවා ගන්නා කළමණාකරණ සහකාරවරයෙකුට පවා  රසායන විද්‍යා උපාධියක් තිබිය යුතු වුවත් එච්. ඒ.   අලාම් මහතාට එවැනි කිසිදු සුදුසුකමක් නොමැති අතර ඔහු පරිපාලන සේවයේ සාමාන්‍ය  උපාධිධාරියෙකු බව අමාත්‍යංශ අභ්‍යන්තර ආරංචි මාර්ග සදහන් කරයි.
